The applicability of the transaction costs theory provides important information for decision making and for understanding organizational arrangement, however the theory is scarce of measurement methods. This research conducts a quantitative approach from the perspective of the transaction costs theory in the public procurement scenario. It was possible to identify three main groups of factors that motivate transaction costs: the direct labor, supervision costs and facilities costs. The activity levels of public procurement departments were expressed in three perspectives: the number of processes, the number of items and total amount procured. Statistical analysis of the data identified that transaction costs can be mitigated through the implementation of comprehensive procurement processes. It was also identified the existence of asymmetry between transaction costs and activity levels, which brings evidence of inefficiency and underutilization of organizational arrangements adopted.

Jorgiane Suelen de Sousa Luiz Carlos Honório
[68-81]  [PDF]

The main target at this research was to analyze how the organizational commitment and the working hours are related in a private higher educational institution from up- country, in Minas Gerais, according to the Medeiros´s multidimensional approach (2003). This approach extends the Meyer and Allen´s model dimensionality (1991), measuring the existence of seven bases involved with the organizational commitment: the affective one; the obligation to remain/ the commitment; the performance charge; affiliating; lack of rewards and opportunities, consistent line of activity and lack of alternatives. The research counted on the participation of 187 professors of higher education, placed in the following working hours: full time; part time and hourly. The proposed study was carried out through a case study, using some quantitative and qualitative techniques so as to collect data. For the collection of data, the EBACO scale was adopted (Organizational Commitment Basis Scale) built and validated by Medeiros (2003), composed of some closed questions in a concordance scale format, Likert kind. The quantitative data analysis aimed to compare the organizational commitment results, according to the EBACO scale regarding the employment scheme of the study participating teachers, as well as in accordance with the demographic and occupational information of those surveyed, using Friedman, Mann-Whitney and Kruskal-Wallis statistical tests. After the quantitative measurement and based on its main results, a qualitative analysis through 19 interviews with a group of teachers was accomplished, chosen and knowingly split according to the sex, the age, level of schooling and working scheme. Analyzing the three working hours schemes of the teachers participating in the study, a high commitment on the following bases: obligation for the performance; the affective and affiliation was observed; in which the full- time professors and the hourly ones revealed higher scores in this regard. The most significant indicator found when it comes to the performance obligation was associated with the concern over the good function performance in the institution, in the affective basis turned to the identification with the institution philosophy and in the affiliating basis, it is all about the group pertinence feeling. Women revealed wider beliefs that must keep certain attitudes and rules of the institution for maintenance purposes at work, and men believe that they´d have a little more alternatives in the educational labor market if they left the institution in which they teach. Teachers over 40 say they feel more confident to leave the institution, supported by the background and acquired experience, the professionalization and the kind of job that is developed. The expert teachers claim to be really positive in order to leave the institution, whereas they might have much better job opportunities outside the institution. The full-time professors were more recognized by their colleagues while the part-time and the hourly ones complained more about the lack of rewards and opportunities arising from the institution.

[82-93]  [PDF]

The objective of this paper is to investigate the differences between the levels of agricultural modernization of mesoregions and municipal districts from the state of Paraná by creating an Agricultural Modernization Index (IMA). In this sense, twenty-four variables of agricultural modernization were collected for the 399 cities of the state for the year of 2006 using the factor analysis as a method for the construction of the IMA. The average value of the IMA for the state of Paraná was 62.12%, which shows a high value compared to the national average. It appears that the city of Entre Rios do Oeste had the highest level of agricultural modernization. However, the city of Itaperuçu was the one with the lowest degree of agricultural modernization. By analyzing the mesoregions, it is noteworthy that the Southwest part of the state had the highest degree of modernization, while the Paraná metropolitan area had the lowest index of modernization, because it suffered greater impact of industrialization. The main modernization factors in Paraná, obtained according to the literature were: the use of technological equipment in relation to the use of the exploited land and investments in agriculture.

This work aimed at presenting the operational dimension of an integrated management system for higher education, called Strategic Map of Higher Education (MEES, in the Portuguese acronym). MEES is a scientific and technological innovation to the administration of higher education. From a methodological perspective, this study falls into the quantum approach. Under this approach, the Institutional Development Plan (IDP) is a system composed of two dual and complementary subsystems: the performance measuring subsystem and the behavioral archetype pattern observation subsystem. Study result expectations include: providing assessment and monitoring of long-term strategy; creating, through MEES, an agenda to assess sustainability, continuity and social responsibility of policies and strategies for higher education; creating opportunities for an optional paradigm to university management that is able to engage, in a dual and complementary manner, plans, objectives, goals and results with the human dimension.

It appears that the process of institutionalization in universities promotes increasingly, organizational changes that are substantial and a high degree of formalization for them to continue working. Institutional environments of Brazilian IFES are conditioned by an environment of hard and supported regulation specifically for determinations prescribed by regulatory and supervisory bodies of the Union. This rules and standards in the federal ambience are significant sources of isomorphic changes in IFES. It appears that the professional support of high level technicians in Brazilian IFES, civil servants career with an academic background in Business Administration or a related field in the construction of strategic planning allows more legitimacy in this field, which implies credibility and institutional support.

The construction industry in Brazil has in recent years enjoyed a high growth rate. The state of the internal environment associated with the opportunities arising from the housing deficit streamlined the real estate market. However, the high costs involved with real estate development require the financial managers of these organizations to develop new ways of fundraising. This article seeks to compare two forms of funding—the Housing Finance System and securitization. The former represents the traditionally used means and the latter represents a recently developed method. The article also seeks to answer the following question: Could the current crisis in the real estate sector be attributed to securitization and the euphoria it caused with its large influx of funding? In answering this question, the paper presents and analyzes the structures of the models and their respective advantages and disadvantages, taking into account aspects such as cash management, cash flow, and legal aspects.

This study aimed to discuss the role of the interorganizational networks in the reduction of transaction costs. A bibliographic research was conducted with literature review aiming to identify empirical studies which approach themes of transaction costs and interorganizational networks, seeking arguments which would contribute to the proposed discussion. The researchers found that, benefits provided by the reduction of production costs, aspects related to the insertion or expansion into the market, promotion of collective learning, information sharing, inovation process facilitation, among other factors are indicated as motivators for the companies to form networks. However, it is only possible to attain economic benefits from the interoganizational networks when the agents can manage adequately their contractual relationships or when there are trust bonds between them, which reduces their transaction costs. Another finding was the existence of organizations that keep relationships only for their institutional ties with other network agents, without actually attaining economic benefits.

The capital structure is one of the most subject studied and considered controversial in the Corporate Finance Theory. Much of the theoretical-empirical studies developed were in different industry segments, with approach to making funding decisions by its managers. In particular financial institutions, there is some shortage of these studies. With this, we question: Do the Capital Structure Theories existing are applicable in the review process of the financial leverage of financial institutions face the specific characteristics of this segment? The exemplification is that the financial intermediation activities are subject of the regulators supervision, mainly in their level of operational limits weighed the risks of transactions. The segment specificity leads to constant search for the optimum capital structure therefore of transaction leverage levels, risks assumed and expected returns. There is evidence of applicability of the determinants of capital structure for financial institutions, especially those related to regulatory requirements of Basel and capture of deposits. In addition, there is no conclusive studies others. The theories developed so far, added strategic variables; macroeconomic and industry-specific may be applicable to financial institutions. This theoretical essay aims to synthesize the theories of capital structure, analyze the results and their application in other industry segments such as financial institutions.
